I'm curious, because from what I have read up on games like Kingdom Hearts, Devil may cry, Zelda and other titles with that kind of combat system is "action combat".

I haven't really played the combat myself, but I've watched videos and the combat looked really slow. Plus there were plenty of Korean whining about how slow the combat is and those news that TERA failed to succeed in Korea.
It's hard to define action, though. I guess you are right. Kingdom Hearts and DMC would clearly be action for me, they are very fast, you do mass combos and so on. Zelda is not so much action. You only do single hits most of the time and attack fairly slow.
Of course if you define "Action = Have to aim to hit", then they are all action.
