There won't be any open beta, just an official launch which will be between February 17th and 28th.

There might be an IP Block. I talked with the GameForge staff about it and they said they first need to discuss this with NCSoft. NCSoft would probably lose all their US players if there wasn't an IP block by GameForge, so I'm afraid the chance is kind of high that they will IP Block eventually.

But the staff said that the people who already had an EU account at NCSoft can stay.

I'm facing the same problem as my friend is from NZ and he didn't have an account on NCSoft before. =/

Update on this: Staff told me that there won't be an IP block >for now<. So you will be able to join at official launch even if you are not from Europe.
